On 1/26/13, 18-year old Ryan Foster of Manchester was charged with unlawful possession of marijuana when a glass pipe with marijuana residue and a plastic bag with a green leafy substance, which field tested positive for marijuana, was found in his vehicle during a suspicious vehicle investigation on Merrick Circle. He will appear in Manchester Town Court at a later date.
