Penn Yan Woman Accused of Biting Another Person

A Penn Yan woman faces a harassment charge following an alleged altercation on the Fourth of July.

Penn Yan Police said officers responded to a village residence after receiving a complaint that 23-year-old Noel L.C. Felton allegedly bit another resident and attempted to strike the person.

Felton was charged with second-degree harassment and issued a criminal summons to appear in Penn Yan Village Court at a later date.

The charges are accusations, and the defendant is presumed innocent unless and until proven guilty. Police reports are automatically removed from this site after 90 days.
