PA Man Accused of Driving Drunk With Child in Car in Cato

On Monday morning, deputies arrested a Pennsylvania man following two separate incidents in Cayuga County.

Sheriff Brian Schenck reports the arrest of 47-year-old James Cowher, of Coburn, Pennsylvania, stems from a disturbance reported late Sunday night at a residence in the Town of Cato. Before deputies arrived at the scene, Cowher allegedly left the area operating a vehicle. A caller notified 911 that Cowher was driving while intoxicated with a child inside the vehicle.

While responding to the call, deputies located and stopped Cowher’s vehicle in the Town of Conquest. Investigators confirmed a child under the age of 17 was inside the vehicle. Cowher was taken into custody, and a chemical breath test later performed at the public safety building revealed a 0.07% blood alcohol content.

A concurrent investigation into the initial disturbance in Cato revealed that Cowher had allegedly threatened a female victim with physical harm during an argument, which occurred in the presence of a child under the age of 17.

Cowher was charged with Driving While Ability Impaired, Menacing in the Third Degree, and two counts of Endangering the Welfare of a Child.

The charges are accusations, and the defendant is presumed innocent unless and until proven guilty. Police reports are automatically removed from this site after 90 days.
