On December 16, 2012 at about 1:50 am 39-year old Scott Heers of Phelps was arrested for Harassment 2nd following an incident that took place in the parking lot of the Brothers Still and Grill in the Town of Phelps. It is alleged that Heers punched another person and knocked them down to the ground. Heers was issued an appearance ticket and will answer his charge in the Town of Phelps at a later date.
