Wolcott Man Arrested After Lyons Campground Altercation

On Saturday, the Wayne County Sheriff’s Office arrested a Village of Wolcott man following the investigation of a domestic incident at Norwin’s Campground in the Town of Lyons.

Richard Harper, 55, was charged with Criminal Obstruction of Breathing, Unlawful Imprisonment in the Second Degree, and Harassment in the Second Degree.

The charges stem from a domestic altercation where Harper allegedly shoved a victim onto a bed, placed his hand on their neck, and straddled them to hold them down. Due to statements made via text and to responding deputies, Harper was also processed under Section 9.41 of the Mental Hygiene Law.

Harper was transported to the Wayne County Jail to await arraignment at the Wayne County Centralized Arraignment Part Court.

The charges are accusations, and the defendant is presumed innocent unless and until proven guilty. Police reports are automatically removed from this site after 90 days.
