The Tompkins County Human Services Building in Ithaca will reopen Thursday morning after a temporary closure prompted by threats made against the Department of Social Services.

Ithaca Police say 63-year-old Richard Madorsky allegedly made statements Wednesday that raised concerns for the safety of employees and the public, leading officials to close the building while the incident was investigated.

Madorsky was located in Schuyler County, taken into custody without incident, and charged with making a terroristic threat, a Class D felony.

He was arraigned in Ithaca City Court and remanded to the Tompkins County Jail on 30-thousand dollars cash bail or bond.

County officials say the Human Services Building will resume normal operations Thursday morning.
