A Geneva man is facing charges after Waterloo police say he followed an officer for nearly 90 minutes while yelling obscenities and repeatedly flashing his vehicle’s high beams.
The Waterloo Police Department arrested 29-year-old Zacharey Fowler at about 11:30 p.m. on June 23. He was charged with fourth-degree stalking and second-degree obstructing governmental administration.
According to police, Fowler followed an officer through side streets and parking lots as the officer attempted to avoid him. Authorities allege Fowler continued circling the officer while yelling obscenities directed at the officer and other law enforcement agencies.
Police also allege Fowler left obscene handwritten notes on the personal vehicles of Waterloo Police Department members.
Authorities said Fowler was given multiple opportunities to stop his behavior before he was taken into custody.
Fowler was transported to the Seneca County Correctional Facility for arraignment. The Waterloo Police Department was assisted by the Seneca County Sheriff’s Office, the New York State Police, and the Seneca Falls Police Department.
