The City of Ithaca has appointed Dr. Kehar Khan as its new Director of Human Resources, bringing more than two decades of experience in workforce management and organizational leadership.
City officials say Khan has worked across public, nonprofit, and academic sectors, focusing on improving workforce systems, employee relations, and overall organizational effectiveness. He most recently served as Director of Human Resources for NeighborWorks Community Partners in Rochester, where he led efforts to modernize HR operations and improve internal systems.
Throughout his career, Khan has overseen key areas of human resources, including hiring, labor relations, performance management, compensation and benefits, compliance, and HR technology systems.
“I am honored to join the City of Ithaca and look forward to working with employees and departments to support a strong, equitable workforce and effective public service for the community,” Khan said.
Khan also previously served as Deputy Director of Human Resources at the University of Balochistan, where he managed HR operations for more than 2,500 employees and led workforce development initiatives. Officials say he also brings experience in leadership development and executive coaching.
He holds a PhD in Human Resources and Organization Development from the National Institute of Development Administration in Bangkok, along with advanced degrees in economics and business administration, and a law degree.
Acting City Manager Dominick Recckio said Khan’s experience will strengthen the city’s internal operations.
“Dr. Khan brings a rare combination of technical HR expertise, global perspective, and values-driven leadership,” Recckio said. “His experience modernizing HR operations and guiding organizations through growth and change will be a tremendous asset.”
Mayor Robert G. Cantelmo also emphasized the importance of the role in supporting city operations.
“Strong municipal operations begin with a capable, supported workforce,” Cantelmo said. “Dr. Khan’s background in equity-focused HR leadership and organizational development aligns well with the City’s commitment to fairness, transparency, and effective public service.”
As Director of Human Resources, Khan will oversee workforce strategy, employee relations, recruitment and retention efforts, compliance, and organizational development initiatives.
He is scheduled to begin his new role on May 4.
