Suspect Who Made False Penn Yan Active Shooter Call Arrested

Penn Yan Police have arrested the person they say was responsible for falsely reporting an active shooter situation at the Hampton Inn back in December.

With help from the Ontario County Sheriff’s Office, Yates County Sheriff’s Office, New York State Police, New York State Intelligence Center, the FBI, and the Okaloosa Sheriff’s Office in the State of Florida, Cameron Manley, of Keuka Park, is accused of using a personal safety reporting app on his phone to report an active shooter at the Mace Street hotel. The 21-year-old is also accused of using the same app to falsely report an armed burglary in progress. It is also alleged that Manley used the app again to falsely report an “officer in need of assistance” call to 9-1-1 while impersonating a Yates County Sheriff’s Deputy. All three instances resulted in a large law enforcement response.

On April 1st, the village of Penn Yan was notified it was being sent to collections for an overdue bill. It is alleged that Manley falsely submitted an invoice to a debt collection agency, charging the village over $1,000 for services that were never rendered. Investigators also discovered that the company that submitted the false invoice was Bubble Social Media, a company owned and registered with the Department of State, by Manley. Police have charged Manley with three counts of falsely reporting an incident and three counts of criminal impersonation, along with a single count of attempted grand larceny.

Penn Yan Police continue to investigate the origin of other false 911 calls made in November of 2023 targeting the same local hotel. Additional charges are pending the conclusion of that investigation.
