5:20 p.m. UPDATE:
Steuben County has issued a State of Emergency with an Emergency Order for the evacuation of the hamlet of Campbell. Observations and river gauges indicate that Cohocton River will reach a moderate flood stage, placing multiple feet of water within the hamlet of Campbell and areas along the Cohocton River on County Route 125 and Savona Campbell Road.
All residents in the hamlet of Campbell and those along the Cohocton River on County Route 125 and Savona Campbell Road between Savona and Campbell should evacuate immediately.
A Red Cross shelter is located at the Corning-Painted Post High School Fieldhouse at 201 Cantigney St, Corning
Another shelter has opened at Hornell High School: 134 Seneca St, Hornell
3:15 p.m. UPDATE:
An emergency order has been issued directing the following road closures:
- State Route 248 from CR 60 to CR 98 Town of West Union
- County Route 126 from Reiman Rd to SR 417 Town of Greenwood
- County Route 129 Town of Woodhull
- County Route 11 from Worth Rd Town of Bath to Risingville Hamlet Town of Thurston
- County Route 14 from CR 15 Town of Bath to CR 119 Town of Canisteo
- County Route 21 from CR 102 (Woodhull) to South Rd (Rathbone)
- State Route 36 closed between SR 248 to SR 417
- County Route 28 from CR 64 (Hartsville) to SR 248 (Canisteo)
- County Route 98 (West Union)
- County Route 77 from CR 74 to Waldo Rd (Prattsburgh)
Governor Kathy Hochul on Friday declared a statewide State of Emergency as the remnants of Debby have begun to cause severe flooding in communities throughout New York. The system is currently moving north/northeast through the state and has already caused flash flood emergencies in Steuben and Allegany Counties
Due to widespread flash flooding, Steuben County has declared a State of Emergency.
The entire hamlets of Jasper and Woodhull, as well as the southern portion of the village of Addison, are being evacuated according to Jack Wheeler, Steuben County Manager.
Residents throughout the County must avoid all unnecessary travel until further notice. There are multiple roads that are unpassable and emergency responders are handling dozens of calls at the present time.
The Town of Greenwood has also declared a local State of Emergency prohibiting all traffic.

Residents should stay off the road until further notice, unless absolutely necessary, to ensure that emergency vehicles and public works equipment can respond to the emergency. Highway and Fire Officials are out and working. Please do not call 911 unless it is for a true emergency.
This State of Emergency will remain in effect until further notice
