5 p.m. UPDATE: From Seneca County Sheriff Timothy Thompson:
The Seneca County Sheriff’s Office will be charging Randy Davis, Junior, with three counts of Attempted Aggravated Assault on a Police Officer and three counts of Menacing a Police Officer. The charges are directly related to Davis firing a firearm at two Deputies and a Sergeant from the Seneca County Sheriff’s Office. Davis is a two-time convicted felon and has no right to own or possess firearms in New York State.
12 p.m. UPDATE:
One person is in custody after a tense standoff this morning at the Mallard Crossing Trailer Park on Waterloo-Geneva Road in Waterloo that shut down a portion of Routes 5 and 20 for several hours.
Shortly before 3 a.m., the Seneca County 9-1-1 Center received a call of an alleged assault that took place inside a home at Lot 11 at the Trailer Park. Troop E Commander Kevin Sucher said it escalated from there.
“When officers arrived on the scene, they were immediately met by gunfire from the suspect, now identified as 45-year-old Randy Mark Davis, Junior,” said Commander Sucher during a late Thursday morning news conference.
Davis lives in Lot 10 at Mallard Crossing. He’s accused of breaking into the Lot 11 home, assaulting the resident, and stealing guns. Davis then moved to another neighboring home at Lot 12 and broke into that residence and stole a cell phone.
Despite hours of negotiations with Davis, he continued to fire rounds at police. Additional resources were then utilized by law enforcement, including use of the SORT Team, or Special Operations Response Team. Commander Sucher said Davis made his way back to Lot 11 and fired multiple rounds at police as well as at propane tanks near adjacent homes. That action led the SORT Team to release tear gas into the residence at Lot 11, which forced Davis out of the home and into police custody without further incident.
Commander Sucher said they are working with the Seneca County District Attorney’s Office on charges to file against Davis. Potential charges outlined at the press conference include: 1st-degree burglary, assault-5th degree, five counts of attempted aggravated assault on a police officer, and criminal possession of a weapon-2nd degree. The investigation is active.
The assault victim was taken to Geneva General Hospital for serious injuries.
Assisting State Police at the scene were: the Waterloo Police Department, Seneca Falls Police Department, Seneca County Sheriff’s Office, Ontario County Sheriff’s Office, Cayuga County Sheriff’s Office, Waterloo Fire Department, Fingerlakes Ambulance, and North Seneca Ambulance.
Commander Sucher thanked all of those who responded to this dangerous situation. “They acted with courage, professionalism, and restraint in the face of gunfire ensuring that no innocent lives were lost. This could have ended much differently and it is because of their training skills and quick decision-making that the suspect was taken into custody safely.”

The suspect has been taken into custody. All roadways have been opened.



8:20 A.M. UPDATE: From New York State Police:
The New York State Police, Seneca County Sheriff’s Office, and Ontario County Sheriff’s Office are actively working a scene involving a barricaded subject on Waterloo-Geneva Rd in the town of Waterloo. The subject is believed to be armed and dangerous.


State Routes 5 and 20 are closed between Reed Road and Packwood Road. We are asking the public to seek an alternate route.
7 a.m. UPDATE: The Waterloo School District is experiencing a two-hour delay due to the ongoing police investigation.
According to scanner reports from earlier this morning, there was a shooting in the area of Brewer Road at around 3 o’clock. The Seneca County Sheriff’s Office’s only confirmation of an incident is this statement released by the law enforcement agency on its social media:
There is currently a serious incident occurring in the area of Waterloo/Geneva Road and Brewer Road in the Town of Waterloo. Please avoid the area and use alternate routes for your morning commute. Waterloo/Geneva Road (NYS Route 5) will be closed until further notice.
