Baxter was honored in 2018 as the Ontario County Republican of the Year at the annual Constitution Day Dinner in Geneva. He began serving as county treasurer in 2005 when he was appointed to the position by Gov. George Pataki to complete an unexpired term. After his first election win in 2006, he was re-elected in 2007, 2011, 2015 and 2019. He retired in 2024.
A lifelong resident of Geneva, Baxter is a retired Geneva Police detective and is active in many city organizations, including the Hydrant Hose Company of the Geneva Fire Department and the Geneva City and Ontario County Republican Committees. He served on the Geneva City Council for a number of years.
“Gary has worked so hard for years for the Republican committee and we wanted to honor his service with this holiday event,” said County Chairwoman Trisha Turner.
