After more than a decade overseeing the operations of the Cayuga County Legislature, the county’s clerk is stepping down. Sheila Smith, who has served as clerk since 2013, will retire on Thursday, January 29.
Smith made the announcement in a brief report to the Legislature’s Government Operations Committee. Her deputy, Amanda Morgan, is set to succeed her. The committee advanced a resolution to appoint Morgan with an annual salary of $71,959. If approved by the full Legislature at its January 27 meeting, Morgan will officially assume the role on January 30.
Smith first became clerk following a contested vote in 2013 that ended Mary Jones’ tenure. Since then, she has managed legislative operations, including preparing meeting agendas and minutes, responding to Freedom of Information Law requests, and recording legislators’ attendance and votes. Either Smith or Morgan is present for every committee and full Legislature meeting.
