    Heavy snow expected. Additional snow accumulations between 4 and 8 inches. Northwest winds gusting as high as 35 mph Monday afternoon will cause areas of blowing and drifting snow.

    Portions of central New York and northeast Pennsylvania.

    Until 7 PM EST Monday.
    IMPACTS
    Travel could be very difficult. Areas of blowing snow could significantly reduce visibility. The hazardous conditions could impact the Monday morning and evening commutes.
    ADDITIONAL DETAILS
    Snowfall hourly rates could exceed 2 inches per hour through the evening hours. The snow tapers down this evening. Temperatures will be very cold throughout this storm, hovering in the upper single digits to teens the entire time, with colder wind chills.
    PRECAUTIONARY/PREPAREDNESS ACTIONS
    Persons are urged to stay indoors until conditions improve. If you must go outside, dress in layers. Several layers of clothes will keep you warmer than a single heavy coat. Cover exposed skin to reduce your risk of frostbite or hypothermia. Gloves, a scarf, and a hat will keep you from losing your body heat. Persons should consider delaying all travel. Motorists should use extreme caution if travel is absolutely necessary.

Western NY Man Accused of Beating Two Puppies to Death

State Police have arrested a Niagara County man for allegedly beating two dogs to death.

On October 24th, Troopers out of Lockport were dispatched to Main Street in the town of Newfane for a reported animal cruelty. An investigation determined that Christian Radetich-Hallman had beaten two dogs to death. Both dogs, a 4-month-old male King Charles Cavalier Spaniel dog was found in a garbage can and a 3-month-old female Australian Shepard was located at a secondary location at the residence.

SP Lockport Troopers and the Bureau of Criminal Investigation conducted a search warrant on the residence during this investigation. Radetich-Hallman was taken into custody by the Niagara County Sheriff’s Office and NYS Parole for a Parole Violation and a separate domestic violence offense.

The 23-year-old Radetich-Hallman was charged with Aggravated Cruelty to Animals (E Felony) 2 counts and Criminal Tampering with Physical Evidence (E Felony) two counts.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
