Two Arrested in Chemung County for Allegedly Sexually Assaulting a 1-Year-Old

Two individuals have been arrested in connection with a disturbing case involving the sexual assault of a 1-year-old child, according to the New York State Police in Horseheads.

33-year-old Grace Balthazor, of Elmira, and 37-year-old Devin Lavalley, of Burlington Flats, were each charged with Predatory Sexual Assault Against a Child, a Class A-II felony, and Use of a Child in a Sexual Performance, a Class C felony.

The charges stem from an investigation into a reported assault on a 1-year-old female victim, which authorities say was also recorded on video.

Both suspects were arraigned in Elmira City Court on Wednesday and sent to the Chemung County Jail without bail, pending further court proceedings.

The investigation was conducted by the New York State Police in Horseheads, with assistance from the State Police Computer Crimes Unit and the SP Sidney Bureau of Criminal Investigation Unit.

Due to the sensitive nature of the case and the age of the victim, police have not released further details.

The fact that a defendant has been charged with a crime is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
