Second-degree murder charges have been filed against the teenage driver of a stolen car who struck and killed a 92-year-old man last week in Monroe County.
Theodice Parks was also charged with reckless endangerment for allegedly driving the stolen Kia at a police officer. Rochester Police were chasing the stolen car when it crashed into another driven by Thomas Chase. Chase died at the scene.
Channel 10 in Rochester reported the 17-year-old Parks was on parole for burglary when the accident happened last Friday. The teen was charged in connection with a dozen smash-and-grab cases in 2023 where he allegedly used stolen cars to break into businesses.
Two other teenagers who were in the car were on weapons and stolen property charges.
Parks was arraigned in his hospital bed at Strong Memorial.
