Substitute Teacher Accused of Inappropriately Touching Third-Graders

State Police arrested a substitute teacher in the Carthage School District after he allegedly had inappropriate contact with multiple third-grade students. A complaint was made to State Police last Thursday alleging 64-year-old Lowell Williams, of Carthage, had contact with the children at West Carthage Elementary School. Williams was immediately removed from the school’s property after the district contacted authorities.

As a result of the investigation, State Police arrested Williams, of Carthage, on two counts of forcible touching and two counts of endangering the welfare of a child.

Williams was released on an appearance ticket. He was also served with a notice of trespass banning him from any Carthage school district property.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
