State Police Arrest Two for Kidnapping in Southern Tier

Two Southern Tier residents have been arrested for kidnapping another person and assaulting them.

State Police report that just after 1 a.m. last Tuesday, Troopers responded to a 911 call from a man on an iWatch claiming to have escaped a kidnapping on County Route 16 in the town of Angelica, in Allegany County, and was running from his kidnappers. An investigation determined the 36-year-old victim was picked up at his home at around midnight by 40-year-old Michelle McCloskey, of Angelica. As they were driving, 61-year-old Frank Scarpa, also of Angelica, appeared from the back of the SUV and began assaulting him. The suspects allegedly took him to a location in Angelica, McCloskey had a sawed-off shotgun and Scarpa had a pistol. Scarpa began hitting the victim with the pistol. While the suspects were removing the victim from the vehicle to the building, the victim was able to escape running for a secluded marsh area, and called 911 using an Apple iWatch. Troopers were able to find the victim and take him to the hospital in Wellsville for evaluation.

Frank Scarpa was charged with kidnapping, menacing, criminal use of a firearm, tampering with evidence, intimidating a witness, assault, and two counts of criminal possession of a weapon. State Police say Scarpa was arrested two years ago for kidnapping the same victim and the court case is still ongoing.

Michelle McCloskey was charged with kidnapping, menacing, criminal use of a firearm, criminal possession of a weapon, tampering with evidence, and intimidating a witness.

Both suspects were taken to Allegany County Jail.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
