    Heavy snow expected. Total snow accumulations between 12 and 18 inches, with localized amounts up to 22 inches. Northwest winds gusting as high as 35 mph Monday afternoon will cause areas of blowing and drifting snow.

    Portions of central New York and northeast Pennsylvania.

    IMPACTS
    Travel could be very difficult to impossible. Areas of blowing snow could significantly reduce visibility. The hazardous conditions could impact the Monday morning and evening commutes.
    ADDITIONAL DETAILS
    Snowfall will likely be very heavy at times this afternoon into the evening with hourly rates potentially exceeding 2 inches per hour. The snow tapers down this evening. Temperatures will be very cold throughout this storm, hovering in the upper single digits to teens the entire time, with colder wind chills.
    PRECAUTIONARY/PREPAREDNESS ACTIONS
    Persons are urged to stay indoors until conditions improve. If you must go outside, dress in layers. Several layers of clothes will keep you warmer than a single heavy coat. Cover exposed skin to reduce your risk of frostbite or hypothermia. Gloves, a scarf, and a hat will keep you from losing your body heat. Persons should consider delaying all travel. Motorists should use extreme caution if travel is absolutely necessary.

Rochester Man Accused of Hitting Person With Car in Geneseo

A Rochester man is facing charges in Livingston County after he allegedly struck a person with his car before crashing into a utility pole.

It happened just after 11 p.m. on February 9th when State Police observed a 2018 Chevy Bolt speeding through the village of Geneseo. Moments later, the driver of the car, 31-year-old Thomasdiego Kessler, struck a 62-year-old man before hitting a utility pole.

The victim suffered severe neck injuries and was taken to Strong Memorial Hospital for treatment.

Kessler is charged with assault and vehicular assault, both felonies, along with driving while intoxicated.
