    Heavy snow expected. Additional snow accumulations between 4 and 8 inches. Northwest winds gusting as high as 35 mph Monday afternoon will cause areas of blowing and drifting snow.
    WHERE
    Portions of central New York and northeast Pennsylvania.
    WHEN
    Until 7 PM EST Monday.
    IMPACTS
    Travel could be very difficult. Areas of blowing snow could significantly reduce visibility. The hazardous conditions could impact the Monday morning and evening commutes.
    ADDITIONAL DETAILS
    Snowfall hourly rates could exceed 2 inches per hour through the evening hours. The snow tapers down this evening. Temperatures will be very cold throughout this storm, hovering in the upper single digits to teens the entire time, with colder wind chills.
    PRECAUTIONARY/PREPAREDNESS ACTIONS
    Persons are urged to stay indoors until conditions improve. If you must go outside, dress in layers. Several layers of clothes will keep you warmer than a single heavy coat. Cover exposed skin to reduce your risk of frostbite or hypothermia. Gloves, a scarf, and a hat will keep you from losing your body heat. Persons should consider delaying all travel. Motorists should use extreme caution if travel is absolutely necessary.

NYDCCS: Second Convicted Sex Offender Dies at Elmira Correctional

One hour after a convicted child rapist and murderer died at the Elmira Correctional Facility earlier this month, the New York State Department of Corrections and Community Service reports a second inmate passed away.

Robert Fisher, who admitted to raping and murdering a three-year-old girl he was babysitting in her home, died on October 10th. How he died has not been revealed and at last word, an autopsy was being performed on his body.

Now, the Department of Corrections says 59-year-old William Brand was pronounced dead one hour after Fisher was found dead. Brand was found guilty in Franklin County of course of sexual conduct against a child and had just started to serve his 10-year prison sentence.

The cause of his death is still being investigated by the Monroe County Medical Examiner’s Office.
