    Travel could be very difficult to impossible. The hazardous conditions could impact travel on Sunday along with the Monday morning and evening commutes.
    ADDITIONAL DETAILS
    At this time, the heaviest snowfall is forecast to be from south-central NY and areas southward into Northeast PA and Catskills. However, further adjustments to the storm track are possible in the coming days. Snowfall could be very heavy at times Sunday through Sunday night with hourly rates exceeding 2 inches per hour.
    PRECAUTIONARY/PREPAREDNESS ACTIONS
    If you must go outside, dress in layers. Several layers of clothes will keep you warmer than a single heavy coat. Cover exposed skin to reduce your risk of frostbite or hypothermia. Gloves, a scarf, and a hat will keep you from losing your body heat. Persons should consider delaying all travel. Motorists should use extreme caution if travel is absolutely necessary.

    IMPACTS
    The dangerously cold wind chills as low as 15 to 25 below zero could cause frostbite on exposed skin in as little as 30 minutes. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures.
    PRECAUTIONARY/PREPAREDNESS ACTIONS
    Use caution while traveling outside. Wear appropriate clothing, a hat, and gloves. Keep pets indoors as much as possible. Make frequent checks on older family, friends, and neighbors. Ensure portable heaters are used correctly. Do not use generators or grills inside.

New York Gas Prices Continue Gradual Decline

Gas prices across New York continue to edge downward as the state follows a national trend of falling fuel costs, according to AAA Western and Central New York.

The New York State average price for a gallon of regular gasoline is now $3.12, down one cent from last Monday and slightly below the $3.15 average from this time last year. Several regions across the state also saw small week-to-week drops:

• Batavia – $3.11 (down 1 cent)
• Buffalo – $3.16 (down 1 cent)
• Elmira – $2.98 (down 2 cents)
• Ithaca – $3.21 (down 1 cent)
• Rochester – $3.16 (down 1 cent)
• Rome – $3.17 (down 4 cents)
• Syracuse – $3.08 (down 1 cent)
• Watertown – $3.16 (down 1 cent)

While New York prices remain above the national average, the country as a whole hit a major milestone last week when the average price dipped below $3 for the first time in four years. As of today, the national average sits at $2.95, down from $3.02 one year ago.

AAA says several factors are contributing to the downward trend: lower crude oil prices, currently trading between $59 and $63 per barrel; reduced demand; and the cheaper winter gasoline blend now in use.

Drivers in New York are hopeful the slight weekly declines will continue. Barring unexpected disruptions in production or transportation, AAA expects gas prices to keep falling in the coming weeks.

Diesel prices are also dropping. The national average is $3.69, down five cents from last week. In New York, the average is $3.93, down one cent.

The fact that a defendant has been charged with a crime is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
