    Heavy snow expected. Total snow accumulations between 12 and 18 inches, with localized amounts up to 22 inches. Northwest winds gusting as high as 35 mph Monday afternoon will cause areas of blowing and drifting snow.

    Portions of central New York and northeast Pennsylvania.

    IMPACTS
    Travel could be very difficult to impossible. Areas of blowing snow could significantly reduce visibility. The hazardous conditions could impact the Monday morning and evening commutes.
    ADDITIONAL DETAILS
    Snowfall will likely be very heavy at times this afternoon into the evening with hourly rates potentially exceeding 2 inches per hour. The snow tapers down this evening. Temperatures will be very cold throughout this storm, hovering in the upper single digits to teens the entire time, with colder wind chills.
    PRECAUTIONARY/PREPAREDNESS ACTIONS
    Persons are urged to stay indoors until conditions improve. If you must go outside, dress in layers. Several layers of clothes will keep you warmer than a single heavy coat. Cover exposed skin to reduce your risk of frostbite or hypothermia. Gloves, a scarf, and a hat will keep you from losing your body heat. Persons should consider delaying all travel. Motorists should use extreme caution if travel is absolutely necessary.

Gas Prices Tick Up One Penny Statewide

The average price for a gallon of gasoline across New York State has ticked up a penny over the last week. AAA of Western and Central New York reported the New York average on Monday is $3.16. One year ago, the New York State average was $3.55.

AAA reports the national average price for a gallon of gasoline on Monday is $3.05, down three cents from last week.

Now that December is here, gas prices continue to decline at the national level along with demand. According to the latest data from the Energy Information Administration (EIA), gas prices decreased minimally last week just ahead of Thanksgiving holiday travel. Monday morning, oil trading was in the high $60s to low $70s per barrel. With low oil costs and tepid domestic gasoline demand after Thanksgiving, pump prices could continue to drop over the next few weeks.

For drivers who use diesel fuel, the national average price for diesel is $3.54, up one cent from last Monday. The New York average is $3.87, no change from last Monday.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
