New York State Department of Environmental Conservation Commissioner Amanda Lefton announced that DEC has issued nine environmental permits supporting the start of construction for the Micron New York Semiconductor Manufacturing LLC project in the Town of Clay.
State officials say the permits follow extensive environmental review, including public comment periods, and are designed to protect public health and natural resources while allowing responsible economic development in Central New York.
“The permits finalized today provide important requirements for the protection of freshwater wetlands, water quality, and endangered and threatened species,” Commissioner Lefton said. “They minimize impacts to natural areas, enhance research, and ensure conservation through monitoring, while supporting responsible development.”
The permits include approvals related to freshwater wetlands and endangered and threatened species, along with six mitigation projects to create, restore, and enhance wetlands. DEC also issued a Clean Water Act Section 401 Water Quality Certificate as part of the approval process.
DEC conducted a public comment period on the permits from July through September, along with two virtual public hearings in August. In addition, a draft Air Title V permit for the project remains open for public comment through Wednesday. DEC held two virtual public hearings on the proposed air permit earlier this week.
Additional public comment periods are also underway for related actions involving the extension of water and gas services to the Micron campus. DEC officials say information on current comment periods and future permitting updates is available on the agency’s Micron project webpage, with final permitting materials to be posted as they are completed.
