New York State Comptroller Thomas P. DiNapoli has announced that seven villages across the state have been designated as experiencing some level of fiscal stress under his office’s Fiscal Stress Monitoring System.
The designations are based on financial data for fiscal years ending in 2025 and include one village in “significant fiscal stress,” four in “moderate fiscal stress,” and two classified as “susceptible to fiscal stress.”
The Village of Island Park in Nassau County was the only municipality identified as being in significant fiscal stress. Villages identified in moderate fiscal stress include Alexander in Genesee County, Coxsackie in Greene County, Liberty in Sullivan County, and Tivoli in Dutchess County.
Two villages, Homer in Cortland County and Huntington Bay in Suffolk County, were classified as susceptible to fiscal stress.
Comptroller DiNapoli said while the number of municipalities in fiscal stress remains relatively low, a growing concern is the number of local governments failing to file required financial reports on time.
According to the comptroller’s office, nearly 20 percent of local governments, 101 municipalities, did not submit their annual financial reports in time to be evaluated. More than 386,000 New Yorkers live in those communities.
Officials say failing to file reports not only violates statutory requirements but also limits the ability to identify financial issues early and take corrective action.
The Fiscal Stress Monitoring System evaluates local governments based on several financial indicators, including fund balance, cash position, borrowing, and operating deficits. It also considers broader economic factors such as population trends, poverty, and unemployment.
DiNapoli encouraged local officials to closely monitor their financial conditions, particularly amid uncertainty that could impact state and local funding.
The comptroller’s office has also launched new outreach efforts and online tools to help municipalities meet reporting requirements and assess their financial health.
Additional fiscal stress reports for school districts were released earlier this year, with scores for calendar-year municipalities expected later in 2026.
