The Office of Special Investigation (OSI) within Attorney General Letitia James’ Office has opened an investigation into the police-involved shooting death of 18-year-old Nathan Novakowski of Chemung.

Novakowski died on September 28 following an encounter with New York State Police and Chemung County Sheriff’s Office officers. Authorities had responded to a reported domestic dispute at a home in Chemung, where Novakowski allegedly threatened a woman with a pair of scissors.

According to the AG’s Office, officers repeatedly ordered Novakowski to drop the scissors. When he refused and continued to attempt to harm the victim, police shot him. Novakowski was pronounced dead at the scene, and the victim received treatment for minor injuries.

Under New York State law, the OSI investigates any incident in which a police or peace officer may have caused a person’s death by act or omission.
