A Waterloo man already in custody is facing a long list of new charges stemming from a series of incidents earlier this month.
Authorities say 33-year-old Andrew Kappesser was arrested on October 14 in connection with four separate events, three on October 4 and one on October 7.
Police allege Kappesser returned to a residence he had been banned from, entering the backyard and getting into a verbal dispute with a juvenile. The situation escalated when he attempted to throw a tire at the child. Later that day, he reportedly performed a burnout in front of the home, leaving smoke and tire marks, and then continued burnouts on another person’s private property, damaging the asphalt.
Kappesser is also accused of threatening a victim to prevent them from contacting the police.
He faces charges including:
- Criminal mischief, 2nd degree
- Intimidating a victim or witness, 3rd degree
- Menacing, 3rd degree
- Stalking, 4th degree
- Three counts of endangering the welfare of a child
- Reckless driving
He also received traffic citations for unsafe starting, failure to signal, and depositing refuse on a highway.
At the time of the arrest, Kappesser was already incarcerated at the Seneca County Correctional Facility. Police say an order of protection has been requested for the victim.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
