On Tuesday, the Penn Yan Police Department arrested Alexei Plavan, age 68, of Sterling, Virginia, following a traffic stop on East Court Street.
Officers stopped Plavan after observing his vehicle operating at night without any lights. During the stop, a records check revealed that Plavan had an active arrest warrant issued by the Yates County Sheriff’s Office. The warrant was issued for failing to appear in court regarding the original charges involving violations of New York State Vehicle and Traffic Law.
Plavan was taken into custody and issued a traffic ticket for the equipment violation. He was subsequently turned over to the Yates County Sheriff’s Department to address the outstanding warrant.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
