Steuben County Sheriff Jim Allard reports that on September 24, deputies arrested Richard Freeland, of Addison, following an investigation of a reported assault in the Steuben County Jail. It is alleged that Freeland struck another inmate, causing injury.
Freeland was charged with Felony Assault. The victim was treated by jail medical staff.
Freeland was arraigned in the Centralized Arraignment Court and returned to the custody of the jail.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
