Sex Offender Who Formerly Resided in Cayuga County Arrested on Felonies

The Cayuga County Sheriff’s Office reports the arrest of a 43-year-old Saugerties man on a felony warrant.

On December 30th, the Sheriff’s Office opened an investigation into Thomas Dolan having allegedly moved from his residence at 7216 Mutton Hill Road in the town of Sennett, without filing a change of address as requested by the New York State Sex Offender Registry Act.

During the course of the investigation, the Sheriff’s Office found that Dolan had allegedly failed to upload his photo, failed to appear for two of his 90-day address verifications, and had also failed to verify his address in writing with the DCJS, all in violation of the New York State Sex Offender Registry Act.

On March 12th, the Sheriff’s Office received information that Dolan had registered an address in Saugerties, NY. On March 13th, Saugerties Police located Dolan at his new address and he was taken into custody.

Dolan was arrested on a warrant for NYS Correction Law Sex Offender Failure to Report Change of Address (D Felony), Sex Offender Failure to Verify Address (D Felony), Level 3 Sex Offender Failure to Update Photo (D Felony), and 2 counts of Level 3 Sex Offender Failure to Verify – 90 Days (D Felony).

Dolan was brought back to the Cayuga County Sheriff’s Office and is being held at the County Jail until his appearance in Cayuga County Court.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
