Ontario County Sheriff’s Investigators have arrested 37-year-old Shatoya Heckstall of Rochester following an investigation into alleged misuse of Supplemental Nutrition Assistance Program (SNAP) benefits.
Authorities say Heckstall, who worked as the representative payee for the victim through DePaul Community Services, canceled the victim’s SNAP Benefits Card without permission. Investigators allege she then requested a replacement card but kept it for herself, using it at multiple stores in and around Rochester to obtain $3,770.62 in goods.
Heckstall was taken into custody on Thursday and transported to the Ontario County Jail for pre-arraignment detention. She is scheduled to answer to charges of Identity Theft in the 1st Degree in Canandaigua Town Court at a later date.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
