A Phelps man has been charged with endangering the welfare of a child following an investigation by the Ontario County Sheriff’s Office.
It is alleged Jeffery Holtz allegedly failed to provide an adequate plan of care for his daughter and acted in a manor likely to be injurious to the physical, mental welfare of a person under the age of 21.
The 58-year-old Holtz was transported to the Ontario County Jail to await CAP arraignment.
