Penn Yan Woman Arrested on Harassment Charge

Penn Yan Police report the arrest of a Penn Yan woman.

Michelle Downs was charged with harassment after she was accused of intentionally engaging in a course of conduct that alarmed or seriously annoyed a village resident, which served no legitimate purpose.

Downs was issued a summons to appear at Penn Yan Village Court at a later date.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
