Penn Yan Woman Accused of Punching Disabled Relative

A 19-year-old from Penn Yan was charged with endangering the welfare of an incompetent or physically disabled person following a report of a domestic incident in the Yates County village.

Officers were called to a home where Rayna Rios was the caregiver of a physically disabled relative. Rios allegedly got into an argument with the victim and struck her with a closed fist. Rios is also accused of dumping Gatorade and powdered creamer on the victim, who was unable to get away because of their disabilities.

Rios was also charged with harassment and was held for arraignment for the purposes of obtaining an Order of Protection.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
