Penn Yan Police have cited Ralph Hullings Jr. after an investigation stemming from a traffic stop in April 2025.
Authorities say lab testing confirmed Hullings possessed Buprenorphine, a Schedule III narcotic, without a valid prescription. He was issued an appearance ticket and is scheduled to appear in Penn Yan Village Court at a later date.
The police department reminds residents that possessing controlled substances without a prescription is illegal and will be prosecuted.
The fact that a defendant has been charged with a crime is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
