A Penn Yan man was apparently driving drunk and using his mobile device when he was involved in a collision on Sheppard Street in the village early Sunday morning.
Officers say they observed 23-year-old Robert Wigsten exhibit signs of impairment and he failed all standardized sobriety tests he was asked to perform. Wigsten also submitted to a preliminary breath test, which showed positive for alcohol. He was placed under arrest for DWI and taken to Geneva General Hospital for a blood draw.
Wigsten was then brought back to the police department for arrest processing. He was charged with DWI, and Operating a motor vehicle while using a mobile device before being released on appearance tickets for Penn Yan Village Court.
