Penn Yan Man Accused of Resisting Arrest, Disorderly Conduct

The investigation into a domestic incident that occurred on Maiden Lane in the village of Penn Yan resulted in the arrest of a 25-year-old Penn Yan man.

Police spotted a man screaming at a woman while both were walking on Maiden Lane. When officers made contact with the duo, the man, identified as John Semans, refused to stop and talk with them while he continued to yell at the woman. When officers attempted to detain Semans until they could determine who he was, he resisted and continued to be non-compliant.

After a brief struggle, Semans was taken into custody and charged with disorderly conduct, resisting arrest, and two counts of obstructing governmental administration.
