A Penn Yan man was charged with aggravated unlicensed operation of a motor vehicle after he was allegedly spotted by police driving on Liberty Street to attend a DWI Victim Impact Panel while having a suspended license.
31-year-old Todd Blauvelt, Junior was issued a traffic ticket and will appear in Penn Yan Village Court at a later date.
