A physical domestic incident in the town of Phelps Friday night resulted in the arrest of a Phelps man.
An investigation by the Ontario County Sheriff’s Office determined Patrick Rouse allegedly punched his victim several times in the face and ripped parts of their hair out during the dispuate. Furthermore, it was alleged that Rouse withheld the victim’s phone, preventing them from calling 911.
Rouse was charged with attempted assault and criminal mischief and was being held at the Ontario County Jail pending arraignment.
The victim suffered injuries to their face and was treated and released from a local hospital.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
