An early Thursday morning traffic stop in the village of Penn Yan resulted in the driver being ticketed.
A check of Elwin Tears’s license revealed it was suspended.
Tears, who resides in Keuka Park, was charged with aggravated unlicensed operation of a motor vehicle and was released on an appearance ticket for Penn Yan Village Court.
