On Friday, the Seneca Falls Police Department arrested Philip Congilaro of Geneva following a routine traffic stop.
Police report that the arrest occurred at approximately 9:18 p.m. During the course of the investigation, Congilaro was allegedly found to be in possession of an illicit drug. He was subsequently charged with Criminal Possession of a Controlled Substance in the Seventh Degree, a misdemeanor.
Congilaro was processed by the Seneca Falls Police Department and released on an appearance ticket for the drug charge. Following his processing, he was transported to the Seneca County Correctional Facility to be held on an unrelated warrant regarding a violation of his parole.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
