Canandaigua Police arrested a Canandaigua man on charges of endangering the welfare of a child and obstructing governmental administration following the report of a disturbance at a Phoenix Street address.
Following an investigation, it was determined James Kavanagh allegedly engaged in a physical altercation with another person while in the presence of a child. Following his arrest, Kavanagh allegedly refused to provide his fingerprints and photograph.
Kavanagh was brought to Ontario County Jail for arraignment.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
