A Steuben County man is under arrest following the investigation of a report of an animal in distress in the town of Campbell.
It is alleged that Darrell Hoad failed to provide adequate food or care to a dog. The 42-year-old was charged with torturing and not feeding an animal.
The dog was taken to the Finger Lakes SPCA for treatment.
