A Penn Yan man found unresponsive in the driver’s seat of his car Wednesday night was charged with DWI-Drugs.
According to Penn Yan Police, Jason Ruter was observed by eyewitnesses and officers as he was unresponsive. Upon further investigation, Ruter allegedly showed several signs of impairment while speaking with police. Ruter was placed through a series of field sobriety tests, which police say he ultimately failed. Ruter submitted himself to a blood test at Soldiers and Sailors Memorial Hospital and was then transported to the police department for processing.
