Tompkins County has opened its 2025 Code Blue shelter to provide emergency winter housing for people experiencing homelessness. The shelter is located at the former Found in Ithaca warehouse on Cherry Street in the city’s West End.
Operated by Volunteers of America (VOA), which will also manage the county’s upcoming permanent homeless shelter, the facility is open 24/7. It can house about 60 people, with the capacity expandable to roughly 100. During the day, the space serves as a warming center from 8 a.m. to 4 p.m., then transitions to overnight Code Blue services from 4 p.m. to 8 a.m.
