Steuben County Recognizes Outgoing Legislators

The Steuben County Legislature this week honored several outgoing legislators for their years of dedicated service to the community.

Gary Swackhamer was recognized for more than three decades of service representing District 1, from 1984 to 2007 and again from 2010 to 2025. During his tenure, Swackhamer held key leadership roles, including Majority Leader since 2006 and Vice Chair from 2004–2005. He served on numerous committees, including Administration; Finance, where he was member, Chair, and Vice Chair; Health & Education, as member and Chair; Public Safety & Corrections, as member and Vice Chair; and Public Works, as member, Chair, and Vice Chair. Swackhamer also contributed to county governance through the Steuben County Community Services Board. The Legislature praised his leadership, institutional knowledge, and lifelong dedication to public service.

Carol Ferratella concluded her term representing District 13 after serving since January 2010. She served as Vice Chair of the Legislature from 2018–2019 and held leadership roles on multiple committees, including Administration and Human Services, Health & Education. Ferratella also contributed to numerous boards and regional organizations, including a two-year term as President of the Inter-County Association of Western New York.

James Kuhl, representing District 12 since January 2022, was recognized for his collaborative approach to policy and advocacy. He served as Vice Chair of the Legislature from 2024–2025 and was active on the Agriculture, Industry & Planning Committee and the Human Services, Health & Education Committee. Kuhl also served regionally on the Southern Tier Central Regional Planning & Development Board and as Chair of the National Association of Counties Human Services and Education Steering Committee.

Wendy Lozo, representing District 9 since January 2022, was honored for her commitment to public safety and county infrastructure. She served on the Public Safety & Corrections Committee and as Vice Chair of the Public Works Committee, as well as on the Fire Advisory Board, playing a key role in advancing projects critical to county operations and safety.

The Legislature expressed its gratitude to all four legislators for their service, leadership, and dedication to improving the quality of life for Steuben County residents.
