Skeletal remains found in Steuben County in 2021 have been identified as Doh Soe, a Burmese refugee who went missing from Rochester in 2011.

Steuben County District Attorney Brooks Baker said on June 1, 2011, the Rochester Police Department received a missing person report for Mr. Soe, who was last seen on the evening of May 29, 2011, leaving his workplace at Wegmans Next Door Bar & Grill, located at 3220 Monroe Avenue in the city of Rochester.

At the time, Mr. Soe was living in Rochester and driving a 2000 Chevy Lumina, NY registration EUN8444, which was later recovered at his residence. Investigators believe he may also have been associated with other vehicles, including a red 1999 Ford F-250 Super Cab and a black 2005 Chevy Impala.

Mr. Soe was known within the Burmese immigrant community in Rochester. He was known to frequent Alex 140 and Tilt nightclubs in Rochester, as well as the Jones Pond Men’s Only Campground in Angelica, NY.

Along with his remains, several personal and clothing items were recovered. Advances in DNA technology, some of which were not available in 2021, are currently being used to examine that evidence.

Investigators have also learned that on the morning of May 29, 2011, Mr. Soe purchased a new cell phone, an LG Optimus S, at the Greece Ridge Mall. That phone has never been recovered. Anyone who may have located this phone or has any knowledge of its whereabouts is asked to contact the New York State Police.

This case is being investigated by the New York State Police Violent Crimes Investigative Team, Special Investigations Unit, and Forensic Identification Unit, with the assistance of the Steuben County District Attorney’s Office. Investigators have also pursued leads with law enforcement agencies across the East Coast, and Texas.
