Ontario County Sheriff David Cirencione said information was developed that shortly after he left his sister’s home in Tennessee with her vehicle, the man accused of stealing over $92,000 from the Legion was moving between the Harrisburg and Gettysburg areas in Pennsylvania. During that time, three people from Geneva, two city residents and one from the town, received threatening letters, including death threats. The Sheriff said two of the victims are witnesses in the case against Mosher, and the third is a relative. All three letters were postmarked from Harrisburg, Pennsylvania, prompting officials to raise the threat level and intensify efforts to locate him.
Over the weekend, investigators learned Mosier was still in central Pennsylvania, near a rest stop in Hemlock Township. On Monday afternoon, he was taken into custody without incident in a Walmart parking lot in Bloomsburg, Pennsylvania. Mosher remains in custody awaiting extradition.
Mosher is the former commander of the Geneva American Legion Post #396 and was wanted on a charge of second-degree grand larceny. He is accused of stealing nearly $93,000 from the Legion over eight years, between December 2015 and May 2023.
He was indicted in April following a ten-month investigation, but failed to appear in court on September 18. At the time, deputies believed he may have been traveling between New York and Tennessee.
