UPDATE: Eastbound Lanes on Thruway in Ontario County Are Open

UPDATE: The accident has been cleared and both lanes are back open.

UPDATE: The diversion on I-90 East at Exit 43 (Manchester) has been lifted. The right lane remains closed at milepost 327.6 eastbound. Please use caution and expect maintenance activity throughout the afternoon.

State Police have released the findings of its preliminary investigation into this morning’s accident on Interstate 90 in Phelps.

At around 4:35 Thursday morning, a 2004 tractor-trailer, operated by 52-year-old Gurvir Singh, of Ohio, was traveling east hauling shampoo bottles when it struck the guardrail leaving the tractor-trailer sideways in the roadway. A 2024 tractor-trailer, operated by 38-year-old Richard Puryear, of Texas, and his passenger, was traveling eastbound when it struck the 2004 tractor-trailer, causing it to overturn and spill the shampoo out of the trailer. A 2016 Volvo tractor-trailer, operated by 70-year-old Donnie Miller, of Rochester, struck the 2024 tractor-trailer. Singh, Puryear, and Miller were all transported to Strong Memorial Hospital for minor injuries.

The New York State Department of Environmental Conservation responded to the scene for spill disposal.

All lanes on I-90 eastbound between Exit 43 (Manchester) and Exit 42 (Geneva) are closed due to a crash. Eastbound traffic is exiting the Thruway at exit 43. Motorists should plan for significant delays and are urged to avoid the area. The left lane on I-90 West at exit 42 is also closed for vehicle recovery.
