The Border City and Waterloo Fire Departments last night held a cold-water rescue exercise on the canal off Oak Island in Waterloo.
To get into the water, they had to use a ax and two different saws to cut through the 10 inches of ice.
They used cold water suits, ropes, and an inflatable boat.
The air temperature during the practice was 14-degrees.
