New York State Police released information on Wednesday regarding the arrest of a local man made almost a month ago stemming from an investigation in the Finger Lakes.
On January 23, State Police arrested David Young, Jr., Phelps, following coordinated investigations conducted by State Police Canandaigua and State Police Waterloo across Ontario and Seneca Counties. Young Jr. faces charges of Stalking in the Fourth Degree and Harassment in the Second Degree in Ontario County. He faces an identical set of charges, Stalking in the Fourth Degree and Harassment in the Second Degree in Seneca County.
The arrests stem from separate complaints involving repeated, unwanted electronic communications sent between November 4, 2025, and mid-November 2025. In both cases, victims reported receiving an excessive number of text messages, emails, and voicemails after allegedly telling Young to cease contact.
Investigators determined that the volume and content of the communications caused emotional distress and material harm to the victims’ mental well-being. Evidence, including electronic messages and supporting depositions, was reviewed in consultation with the respective District Attorney’s Offices.
Young turned himself in to State Police Canandaigua after being advised of the pending charges. He was taken into custody without incident, processed on the Ontario County charges, and issued an appearance ticket for Town of Victor Court. He was subsequently taken into custody by State Police assigned to Waterloo for the Seneca County charges and transported to the Seneca County Jail for centralized arraignment. Orders of Protection were requested in connection with both cases.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
